I think Emacs + ESS and JGR are the only cross platform options of the
ones listed.

I feel that I cannot overstate the usefulness of RKWard, especially if one
is already using Kate and Konsole.  RKWard seamlessly integrates Kate with R
allowing you to run a line, selected text, the whole script, etc. and
searches the help and manages R's packages.

In essence, RKWard is Kate+Konsole but in one package rather than two.  With
KDE4 becoming Windows compatible we can hope that this will be as well.
